The following questions and answers are direct from the PayPal website

Making Payments - Payment Methods - Credit Cards

Q:  Why was my credit card refused?

A:   PayPal's process for accepting cards is more stringent and complicated. This process helps prevent the use of stolen and unauthorised cards. Since this process is very complex, it does occasionally affect valid cards. The refusal of your credit card does not reflect your creditworthiness. In cases where a valid card fails our system checks, we suggest that you try another credit card in the system or try again later.
Q:  Which credit or debit cards can I use with PayPal?

A:  You can use Visa, Visa Delta, Visa Electron, Switch/Maestro, Solo, MasterCard and American Express* to fund your PayPal payment.

*Please note, American Express has decided to refuse credit card transactions in which an American Express Corporate Card is used with PayPal. At this time, attempts to register or use an American Express Corporate Card in conjunction with PayPal will be declined.
